Through the Michigan Title IV-E Child Welfare Fellowship, students in the Bachelor of Social Work program can enroll in the fellowship and receive additional financial support.

Through the Michigan Title IV-E Child Welfare Fellowship, students in the Bachelor of Social Work program can enroll in the fellowship and receive additional financial support.

Fellows may receive a $5,000 per semester stipend for up to 3 semesters.
Program Requirements
Students enrolled and accepted to the Bachelor of Social Work program either part time or full time. Students must be U.S. citizens, U.S. permanent residents, DACA status or eligible noncitizens to participate in the fellowship.
Title IV-E fellows must agree to the following:
- Complete the MDHHS-approved Child Welfare Certificate (CWC) requirements as a Bachelor of Social Work (BSW) student.
- Must maintain good academic standing in the BSW program with a grade point average that is 3.0 or above in social work classes.
- Complete a minimum 400-hour supervised BSW field placement in a public, private, and/or tribal child welfare agency that meets the requirements of the CWC.
- Must be employed in an approved position at a public, private, or tribal child welfare agency in Michigan for the minimum payback period upon graduation.
Educational Requirements
Title IV-E Child Welfare Fellows must complete the following course work:
SWK 305 - Overview of Child Welfare
Completion of the Intercultural Development Inventory (IDI). This occurs during the social work students' junior or senior year as part of the BSW degree.
Participation in required training provided by organizations with expertise, online modules, readings with applications, etc.
Specialized Social Work Practicum
Child welfare certificate practicum education agencies are some of the most respected agencies in Michigan and are located in all 83 counties. In addition to working at MDHHS in various child welfare services, one can intern in a private agency in foster care, adoption, and licensing services.
Our faculty coordinate practicum experiences for all social work majors and will place child welfare fellows at qualifying sites.

Courses
If I earned the Child Welfare Certificate Endorsement during my BSW program, will I have to retake those courses in graduate school?
No, you would not have to retake the courses if the CWCE was previously earned through your BSW.Â
What program types does Central offer?
Central Michigan offers a Bachelor of Social Work (BSW) which can be completed in four years. The BSW is often combined with other majors. We do not offer an online curriculum.Â
Stipend
How will the stipend be provided to me?
The stipend distribution will be distributed through your financial aid. It will be applied to your overall expenses for non-tuition expenses. Some student will receive a distribution of cash from financial aid for part or all of the stipend. For your own situation, you should consult with financial aid. The child welfare coordinator can assist with this if needed.
I know I could get up to three semesters (so three $5000 stipends) during my BSW. What happens if I go on to an MSW program that offers Title IV-E Fellows program?
You would still be eligible for the Title IV-E Fellows program in your MSW program. You will want to ask programs where you are applying how they will handle you as a Fellow, if you are advanced standing.
Field Placement
What are my options for my practicum placement?
Students will be required to have a practicum placement at the Michigan Department of Health and Human Services, private agencies or any of the tribal agencies. The field placement is an opportunity to provide hands-on preparation for the workforce, therefore the placement must be in a role primarily involved in doing child welfare work. This may include CPS investigator or foster care case manager.Â
Do I have to find my own field placement?
No, students will work in partnership with the field coordinator to secure a placement which meets the Title IV-E requirements. We already have many possible placements available.Â

The child welfare coordinator can verify if the position you are applying for or have secured qualifies.Â
Who do I provide my job search details with?
The child welfare coordinator is responsible for keeping track of your payback requirements. Be sure to stay in contact with them after graduation!
